Beverly Hills Post Office 90210 Mansion Tax Explained

  • September 10, 2026

Every home in the 90210 zip code carries the same three words on its return address: Beverly Hills, California. What that address does not tell you is which government actually runs the block you are standing on. Cross an invisible line somewhere north of Sunset Boulevard and the police department changes, the fire department changes, the school district changes, and on a high-value sale, so does the tax bill, by hundreds of thousands of dollars.

This is not a quirk buried in fine print. It is the single most consequential fact a buyer or seller can miss in this market, and it has nothing to do with square footage, architecture, or view. It comes down to one question: is this parcel inside the incorporated City of Beverly Hills, or is it in the area agents call BHPO, the Beverly Hills Post Office, where the mail says one thing and the county recorder says another.

The Zip Code Was Never the Boundary

Beverly Hills incorporated as its own city in 1914, and it has defended that independence for over a century, most famously in 1923 when residents, including Mary Pickford, voted down an attempt by Los Angeles to annex the city during a water dispute. That vote is why Beverly Hills still runs its own police department and fire department out of Rexford Drive rather than sharing coverage with the rest of Los Angeles.

North of that city's boundary, the hillside continues climbing toward Mulholland Drive, and the terrain there is still labeled Beverly Hills for mail purposes. In everyday practice, BHPO refers to the hillside enclaves between Benedict Canyon and Coldwater Canyon, stretching from a few blocks above Sunset up to Mulholland. It includes some of the most recognized gated addresses in Los Angeles: Beverly Park, Mulholland Estates, The Summit, and Beverly Ridge Estates. These streets carry the 90210 mailing address and the prestige that comes with it, but they sit outside the city of Beverly Hills entirely.

Recent sales in this hillside band show just how wide the range runs, from a 4-bedroom, 2,126-square-foot home on Coldwater Canyon Drive that closed around $1.725 million to a 7-bedroom, 12,000-square-foot estate on Hidden Valley Road that traded near $17.1 million. The heaviest buyer activity sits in the $2.4 million to $4.5 million band, at price points ranging roughly from $517 to $1,964 per square foot depending on condition and position. That is a real market, with real depth. It is just not the same market as the Flats or Trousdale, no matter what the envelope says.

The Tax Line Beverly Hills Doesn't Cross

Here is where the boundary stops being a matter of civic pride and starts being a matter of arithmetic. Los Angeles voters passed Measure ULA in 2022, a transfer tax that the Los Angeles Office of Finance says applies only within the incorporated City of Los Angeles. As of transactions closing after June 30, 2026, the tax adds 4 percent on the gross sale price for homes between $5,400,000 and $10,900,000, and 5.5 percent above that. It is calculated on the full sale price rather than the gain, and carries no exemption for a primary residence.

Beverly Hills, as an independent city, never touches it. The Los Angeles County Registrar-Recorder/County Clerk lists the City of Los Angeles base transfer tax at 0.45 percent. A transaction in the City of Los Angeles portion of BHPO is also subject to the full ULA rate on top.

Run the math on a $10 million sale. Inside the City of Los Angeles, the transaction incurs the 4 percent ULA tax (this sale falls between the $5.4 million and $10.9 million thresholds), which is $400,000, plus the combined 0.56 percent base transfer tax, another $56,000. Total: roughly $456,000. The tax difference has nothing to do with the house. It is entirely a function of which side of a boundary line the parcel sits on.

The threshold itself creates its own pressure point. Because ULA applies to the entire sale price the moment a transaction crosses the line, not just the amount above it, a sale that closes at $5,400,001 instead of $5,400,000 can trigger a tax bill exceeding $216,000 out of a single dollar of difference in price. Agents who work this market price listings with that cliff in mind, sometimes landing just under a threshold rather than just over it, because the arithmetic on the wrong side is not close.

The Line Inside the Line

Here is the detail that most explanations of BHPO skip past. Not every acre in that hillside band is City of Los Angeles land. Some of it is unincorporated Los Angeles County, covered by the LA County Sheriff and LA County Fire rather than LAPD and LAFD. Measure ULA is a City of Los Angeles ordinance, so it applies to City of LA parcels, but it does not automatically apply to unincorporated county parcels either, even though those parcels are just as far from Beverly Hills city services as their City of LA neighbors.

In practical terms, that means BHPO is not a single tax status. It is a patchwork, and the only way to know for certain what applies to a specific home, before you write an offer or set a list price, is to pull the parcel's recorded jurisdiction from the Los Angeles County Assessor's parcel viewer, not from the mailing address, and not from what the listing calls the neighborhood.

What BHPO Buyers Are Actually Trading For

None of this means BHPO is a worse place to buy. It means it is a different trade. Buyers who choose the hillside over the Flats or Trousdale are usually choosing larger lots, canyon and view settings, and a degree of privacy that is harder to find inside the more densely gridded streets south of Sunset. For many high-net-worth buyers, that trade is the entire point, and the tax exposure is simply priced into the negotiation the way any carrying cost would be.

For sellers, the calculation runs the other direction. A BHPO listing near the ULA thresholds needs a pricing strategy built around the cliff, not just the comp set, because two nearly identical homes on either side of $5.4 million can produce closing statements that differ by six figures.

The Ballot Measure Reshuffling the Calculation

Measure ULA is not settled law forever. In January 2026, the Los Angeles City Council considered a local rewrite that would have exempted new construction and offered hardship relief tied to the 2025 wildfires, but the council declined to place that reform on the June 2026 ballot, leaving the tax in its current form. At the same time, a statewide initiative backed by the Howard Jarvis Taxpayers Association is aiming for the November 2026 ballot with language that would cap municipal transfer taxes like ULA across California. Neither effort has changed anything yet. As of this writing, the thresholds and rates described above remain in effect, but anyone pricing a sale near the boundary should treat the political situation as live, not settled, through the end of the year.

Before You Write the Offer

  • Pull the parcel's recorded city from the Los Angeles County Assessor's site before you assume anything based on the mailing address.
  • Ask the title company to confirm jurisdiction in writing early in escrow, not at the closing table.
  • If the sale price sits anywhere near $5.4 million or $10.9 million, model the ULA math on both sides of the threshold before setting a list price.
  • Confirm which police, fire, and school district actually serve the parcel, since a Beverly Hills mailing address guarantees none of the three.

A Few Questions Worth Asking Direct

Does a 90210 mailing address mean the ULA tax doesn't apply? No. The zip code is a postal designation and has no bearing on the tax. What matters is whether the parcel sits inside the incorporated City of Los Angeles, which you can confirm through the county assessor's records.

Could Measure ULA change before I sell? It is possible. A statewide measure targeting the November 2026 ballot could curtail transfer taxes like ULA, and the Los Angeles City Council has already floated a local rewrite once this year. Nothing has changed the current rates yet, but sellers timing a sale near the thresholds should watch this closely.

The zip code was never the boundary that mattered. The parcel map is. Whether you are comparing a Flats address against a canyon estate above Sunset, or trying to understand why two listings with the same price tag can close so differently, the answer starts with confirming the actual jurisdiction, not the mailing label on the envelope.
